Si tratta di aree territoriali locali caratterizzate da elevata concentrazione di piccole imprese, con particolare riferimento al rapporto tra la presenza delle imprese e la popolazione residente nonché alla specializzazione produttiva dell’insieme delle imprese stesse.
Si definiscono Sistemi Produttivi Locali ”i contesti produttivi omogenei, caratterizzati da un’elevata concentrazione di imprese, prevalentemente di piccole e medie dimensioni, e da una peculiare organizzazione interna”, mentre sono Distretti Industriali “quei sistemi caratterizzati da un’elevata concentrazione di imprese industriali nonché dalla specializzazione produttiva delle stesse imprese.”
La Legge Regionale 36/01 ha istituito un fondo speciale per il finanziamento dei progetti innovativi nell’ambito dei distretti industriali e dei sistemi produttivi locali. Il Fondo è gestito da Sviluppo Lazio che provvede alla pubblicazione di appositi bandi per la concessione di contributi a fondo perduto per investimenti, servizi reali, formazione, ricerca e sviluppo competitivo.
